Lets shoot for 3.8GHz as 4 GHz maybe just too hot inside that small case...
Once the bios has been set to default and the power saving stuff disabled set voltages for the ram and CPU to AUTO.
Set multiplier @ 20 and BCLK to 190 which will give you 3.8 GHz and see if it starts up for ya.
Make sure the Turbo is off as Steve stated.

OK hang on just logged in you want the screens and bios set like the above 20x190 turbo off and volts
Auto first and screens ? power disabled
I did not try at multi at 20 or full default ?

The i7's like odd multi's better I think you could also try 181*21 for 3.8GHz

Yes an odd multi would work also.
Don't worry about the screens for now just take it to bios defaults then restart and shut off power savings voltages on AUTO and multi either 20 or 21 and BCLK @ 190 or 181 depending on the multi you choose.

OK here just saw it already got the screens anyhow did not run the Intel yet but I know have this

Wait! Post shots of CPU-Z and lets see what it reports then start a test.

you need to drop the mem multi until the OC is stable keep them running at stock speeds or below. You also need to disable c1e and any other power saving features.

Can you set the CPU voltage to 1.35 and give it a run with IBT or LinX while watching the temps and then post some screenies again?

Don't go back to 3.6! It fires and runs @ 3.8 so bring the Vcore down to 1.35 from 1.39 when it was set on auto and see if it fires again?
If it fires at 3.8 and Vcore at 1.35 test stress test it and lets see how it does and where the temps are.

just keep the mem multi at what ever to keep it at 1333 or lower I think thats what your ram is rated at. you should be able to do 3.6 / 3.8 at stock voltage, so I would just go to 3.8 and see if it runs like Joel mentioned.

Exactly if it fires at 3.8 lets start testing and turning the voltage down so we figure out how much voltage it needs for 3.8. I think on auto CPU-Z showed it using 1.39 so drop it to 1.35 and test.
When it passes that test lower the voltage again and test or until the system will not post. Then you know how much voltage it takes for that particular clock.

yep getting there thanks joel 1.35 way to high no post that multi above 22 will not stick with turbo with turbo I have a 24x multi just does not make sense and never seen the volts change in SPD cpuiz mem from 1.5 to 1.64

How come you didn't keep the multi @21? Why jump to 24 it makes it harder to see what the chip needs to OC it properly.
