This is a bad video, the only way to properly test a PSU is to have it under load, and not just a HDD because it needs to draw as much power as possible, it should be tested on a fully built system running a stress test on the cpu and gpu. Or on the off chance that you have the proper gear to stress a PSU is fine as well.
